Can a UNECE test report be used for certification in Vietnam?

Direct answer

Not by itself. A document labelled “UNECE test report” or a product carrying an E-mark does not automatically satisfy certification requirements applicable in Vietnam. The evidence must be matched to the actual product or vehicle type, the applicable UN Regulation and series of amendments, the tested scope, the issuing body, validity status and the Vietnamese regulatory route. Foreign evidence may be usable in defined cases, but the applicable QCVN and Vietnamese dossier and procedural requirements still have to be met.

The practical issue

International manufacturers often start a Vietnam project with an existing ECE/UNECE approval package and assume that the technical work has already been accepted. The critical question is not simply whether the document is genuine. It is whether the document has the correct regulatory role, covers the exact product configuration and can be used in the applicable Vietnam procedure.

Vietnam’s regulatory framework distinguishes between different document types, including foreign test reports, ECE/EC documentation, component test reports and Conformity of Production (COP) evidence. Treating these documents as interchangeable can lead to a wrong test plan, the wrong representative sample or late rework after the vehicle or components have already been shipped.

What should be checked before relying on UNECE evidence?

  • Identify the regulated object: complete vehicle, system or component; imported product or domestically manufactured/assembled product.
  • Lock product identity: model/type, manufacturer, production site, part number, drawing revision, approval mark and product photographs.
  • Verify the UN Regulation, series of amendments, supplement/extension, approval number, approval authority, technical service and all referenced annexes or communications.
  • Confirm that the approval and test report cover the exact variant intended for Vietnam.
  • Map the UNECE test method and performance requirements against the applicable QCVN. A QCVN being based on or referencing a UN Regulation does not automatically convert a UNECE approval into a Vietnam certificate.
  • Determine the procedural route under Circular 54/2024/TT-BGTVT or Circular 55/2024/TT-BGTVT, read together with effective amendments including Circular 45/2026/TT-BXD.
  • Confirm whether the evidence requires confirmation by a Vietnamese testing body, whether a report must be issued to a specific applicant/importer, or whether the document only supports a conditional exemption or reduced-testing route.
  • Close material evidence gaps before the sample, production configuration or shipment schedule is frozen.

An E-mark is associated with an approval granted under a specific UN Regulation. A test report records the test specimen, method and results; an approval communication/certificate records an approval decision. These are related but different forms of evidence.

LEGAL REQUIREMENT

Vietnam technical regulations and implementation circulars define the technical requirements, test evidence, dossier components and procedural route applicable to each vehicle or component. There is no general rule in the reviewed sources stating that every E-mark, UNECE approval or UNECE test report is automatically sufficient for certification in Vietnam.

QCVN 09:2024/BGTVT references specific UN Regulations for certain whole-vehicle items, while component QCVNs such as QCVN 28, 32, 33, 34, 36, 78, 113 and 125:2024/BGTVT contain their own scope, type definitions, technical requirements and test provisions.

Annex XX to Circular 54/2024/TT-BGTVT defines the cases and requirements applicable to foreign test reports, while Articles 10–11 address component dossiers and COP. Circular 45/2026/TT-BXD amends certain provisions and uses the term “ECE or EC documentation” for specified COP cases. Circular 55/2024/TT-BGTVT governs certification for domestically manufactured and assembled vehicles and components. These instruments must be read together with amendments in force at the time of the project.

Under the UNECE 1958 Agreement, mutual recognition operates between Contracting Parties applying the relevant UN Regulation. That international mechanism does not remove the need to establish how the evidence is treated under Vietnam’s domestic regulatory procedure.

Expert interpretation

A robust review separates three questions:

1. Is the document authentic and valid?

2. Does it technically cover the exact product/type/variant?

3. Is it admissible for the relevant step in the Vietnam procedure?

Only when all three questions are satisfactorily answered should the evidence be treated as project-ready.

An approval mark, test report and approval communication should be traceable to one another. An approval mark on the product is not a substitute for the complete technical information package. Likewise, a technically strong test report does not by itself establish that the evidence can be used in the intended Vietnam certification route. For imported components, the applicable procedure may require the test report to be issued to the importer concerned, together with COP evidence and shipment documents. Conditional exceptions should not be expanded into a general rule.

In practice, inconsistencies between documents are often more informative than a simple file-presence checklist.

A typical situation is that a valid E-mark or approval exists, but the evidence package is still incomplete because the product type, series of amendments, marking, report scope, production site or applicant identity does not align. Common risks

  • Correct UN Regulation, but wrong series of amendments or missing supplement/extension.
  • Approval covers another type, part number, material, dimension, optical configuration or production site.
  • Approval certificate/communication is available but the supporting report, annex, drawing or information document is missing.
  • E-mark is treated as equivalent to a Vietnam acceptance decision.
  • Evidence review starts only after shipment, leaving no practical way to correct the product or prepare an additional sample.

Recommended approach

1. Build a requirement-to-evidence matrix for every applicable Vietnam requirement.

2. Check product identity and approval scope first; then assess technical equivalence; then confirm procedural admissibility.

3. Submit the complete document package to the relevant testing body or certification authority, as applicable to its role, and seek clarification where the treatment of foreign evidence is not explicit.

4. Freeze the product configuration, sample plan and shipment schedule only after critical gaps have been closed.
