Scope of services

Automotive regulatory consulting services in Vietnam

LotusTSE structures motor-vehicle regulatory projects around the actual product configuration, available technical evidence and project risks, so the customer can choose the right workstream before committing to testing, documentation, import procedures or COP activities.

01

Who these services are for

International vehicle manufacturers, importers, component manufacturers and suppliers preparing to place products on the Vietnamese market or maintain conformity. Technical-facility assessment is presented as a supplementary service.

02

When to engage LotusTSE

  • The applicable Vietnamese pathway is not yet clear for the product or configuration.
  • The project must distinguish vehicle type certification, component certification, COP, import procedures and technical testing work.
  • International evidence exists, but its scope and potential use in Vietnam have not been assessed.
  • The team wants to identify issues before sending samples, releasing a configuration or shipping goods.
03

What the customer should prepare

  • Product description, configurations, variants, origin and intended market route.
  • Available drawings, technical files, test reports, approvals and certificates.
  • Production, import or engineering-change plan.
  • Known issues, target milestones and the customer's technical contact.
04

How LotusTSE defines the work

  • Vehicle type certification: Define the configuration, type scope, evidence and testing pathway before the certification file is developed.
  • Motor-vehicle component certification: Structure product families, representative samples and evidence for priority component groups.
  • Conformity of Production (COP): Prepare for COP assessment and maintain traceable production controls after certification.
  • Imported vehicles and regulatory procedures: Review the configuration, documents and regulatory steps before goods leave the factory.
  • Testing and technical services: Develop a proportionate test plan and resolve technical evidence or data issues within the agreed scope.
  • Supplementary service: review of technical conditions for maintenance, repair and vehicle inspection facilities, subject to the verified scope of each project.
05

What the customer receives

  • A recommended regulatory pathway linked to the actual configuration.
  • A list of available evidence, missing information and gaps requiring action.
  • A proposed scope, deliverables and allocation of responsibilities.
  • A prioritized risk list before testing, filing, shipment or COP work starts.
06

Risks identified and reduced

The review helps reduce the risk of starting the wrong workstream, selecting a non-representative sample, relying on evidence outside its scope or discovering Vietnamese requirements after testing, documentation or shipment decisions have already been made.

07

Project coordination

How the project is managed

The parties agree the scope, deliverables, responsibilities and indicative milestones before work starts. A LotusTSE technical focal point tracks work items, information awaiting customer input, identified risks and next actions. Milestones that depend on an authority, laboratory or other external organization are updated against actual status.

What to send for an initial review

Send a product or facility description, the proposed configuration or scope, country of origin, available technical evidence, the issue to be resolved and the target timing. LotusTSE will identify the most important missing inputs before proposing the scope of services, deliverables, coordination method, indicative schedule and fees.
