Basis
FACT: UNECE type approval operates under a specific Regulation within the 1958 Agreement framework; the approval communication and approval mark perform distinct roles.
LEGAL REQUIREMENT: Use of evidence in Vietnam must follow the applicable QCVN and Vietnam procedure; a UNECE approval does not automatically replace them.
Expert analysis
EXPERT INTERPRETATION: Read “scope” as the intersection of four sets: regulatory scope, approved type/family, technical variants and actual product. If the actual product falls outside any set, do not assume that the approval covers it.
