Manufacturers, component suppliers and importers preparing a new front lighting devices type, product range, variant or engineering change for Vietnam.
When the service is needed
- A new product or range is planned for the Vietnamese market.
- Evidence under UN Regulation No. 149 and relevant installation requirements, when applicable exists, but its relevance and scope require review.
- A product family and representative sample must be defined.
- A change may affect testing, certification documentation, markings or COP.
What the customer should prepare
- Device functions and intended vehicle applications.
- Optical, mechanical and electrical drawings, light-source data and markings.
- Test reports, UNECE approvals and extension documents.
- Variant matrix, production site and proposed sample.

- Define the type or family boundary from the actual lighting function, light source, optical system, housing, variants, markings and vehicle installation context.
- Map the applicable requirements under QCVN 125:2024/BGTVT and review evidence under UN Regulation No. 149 and relevant installation requirements, when applicable.
- Check traceability across product, marking, test report, approval document and approval scope.
- Identify gaps, representative samples, test work, technical-file actions and relevant COP controls.

Risks identified and reduced
The review helps identify treating unlike lighting functions as one scope, missing an approval or marking limitation, selecting an unsuitable sample, or separating the device assessment from relevant installation conditions, reducing avoidable repeat work and late documentation changes. UNECE evidence is reviewed case by case and is not presented as automatically accepted in Vietnam.

The parties agree the scope, deliverables, responsibilities and indicative milestones before work starts.
